Mark Burrows-Smith

Chief Executive Officer

Before becoming CEO of Encyclis in 2025, Mark was Chairman of Encyclis from 2023. Mark has held senior positions with a range of companies in the waste and resources sector. He was Chief Operating Officer at Viridor during the build-out of its EfW fleet.

Mark oversaw the transformation and sale of Greenstar, which was then Ireland’s largest waste management company, and ran the Southern Division of Shanks Waste Management. He also led businesses specialising in the recycling of electricals, textiles and packaging. Additionally, Mark has advised a number of countries and the EU on various aspects of waste policy, as well as several high-profile investors, including Blackstone, Cerberus and EQT.

Mark Corben

Chief Financial Officer

Mark Corben began his career training as a Chartered Accountant at PwC before moving on to investment banking, where he spent 17 years at UBS advising a range of clients in the power and utility sectors.

Over the last 12 years, Mark has served as the CFO at privately-owned infrastructure businesses Tideway and enfinium. He also spent time as a senior industrial advisor to the Department of Business, Energy and Industrial Strategy, one of the predecessors of the new Department for Energy Security and Net Zero.

Andrew Leonard

Managing Director Operations UK & Ireland

Andy Leonard has overall responsibility for setting up and running the Encyclis operations and maintenance business. He has over 25 years’ experience of operations, maintenance, and asset management in power generation, specialising in Energy Recovery Facilities.

Andy has previously held senior positions as Vice President Global Operations for Babcock and Wilcox Volund and Head of Engineering with Viridor Waste Management.

As a Chartered Engineer, he has Chaired the International Energy Environmental & Sustainability Group (EESG) and appeared as a key speaker at international events including the Resources and Waste management Expo in Birmingham, B&W Ohio and IMechE in London 2025.

Maria Gregory

General Counsel

Maria Gregory has responsibility for leading the legal team, managing legal risk and assisting the Chairman and the Board with the implementation of high standards of corporate governance. Her general advisory role includes facilitating M&A development, group consolidation and business transformation across the business.

Maria joined Encyclis from a leading global port developer, operator and logistics business where she worked as Counsel for the European region. ​

She began her career working in the corporate departments of Reed Smith LLP and later Sidley Austin LLP as a corporate M&A lawyer, with a focus on cross-border private M&A transactions. In 2015 she moved to a blue-chip technology and communications company.

Tony McShane

Managing Director, Asset Management & Construction

With over 20 years’ experience in the EfW industry, Tony McShane has responsibility for the successful completion of all Encyclis construction projects and handover to the operational teamsm as well as the profit and loss of the operational assets. Tony is also Chairman of each of Encyclis’ joint venture businesses.

Before joining Encyclis, Tony held leadership roles in large-scale asset delivery and project management, including Kanadevia Inova in Zurich (previously Hitachi Zosen Inova), where he was Vice President for Project Execution with responsibility for all construction and warranty projects.

Victoria Merton

Director of Sustainability, Policy & Communications

Victoria Merton is the executive lead for sustainability and policy engagement across the UK and Europe for the Encyclis portfolio. She has responsibility for promoting emerging strategy on decarbonisation through commercial scale carbon capture at Protos.

Victoria’s involvement in the energy and infrastructure sector spans over 25 years, including as Director of Corporate Affairs at The Peel Group, covering the energy, real estate and built environment sectors in the UK. 

Victoria is a European Board Advisory Member for The Hawthorn Club and Vice Chair of The Community Forest Trust.

Andy Bedford

Low Carbon Development Director

Andy Bedford has over 30 years’ experience in the infrastructure sector, including energy, waste, utilities, transport, nuclear and property development.

His role is to drive the decarbonisation strategy for the Encyclis fleet, and he has led negotiations with the Department for Energy Security and Net Zero for Encyclis to build the first full-scale carbon capture plant on an Energy Recovery Facility at Protos in Cheshire. Encyclis has also become the first EfW business to replace diesel with HVO as a startup fuel at our Newhurst ERF facility, and we are progressing District Heating developments at our Newhurst, Rookery South and Walsall sites.

Andrew Howie

Director of Business Development and Fuel

Andrew Howie is responsible for Encyclis’ business development and waste supply strategy, including the development and delivery of new EfW pipeline projects and the ash processing strategy.

Andrew has worked in the waste and resource sector for over 25 years including as commercial director for new build assets and technical director in consultancy.

He has worked on a number PFI procurement projects for private and public sector clients that delivered new build EfW infrastructure across the UK.

Finance Director

Ahad Shafqat is the Finance Director at Encyclis, where he leads the finance function and plays a critical role in driving the company’s strategic growth. He also serves as a Non-Executive Director of Encyclis’ joint venture businesses, helping to shape the company’s strategy and drive overall performance.

With over 15 years of experience across multiple industries, Ahad has primarily focused on the private equity space, where he has successfully led growth initiatives and implemented strategic plans.

He began his career at PwC, qualifying as a Chartered Accountant, and holds a Master’s in Management with Finance from the University of Bath.

Lee Newbold

HR Director

Lee Newbold is an experienced HR and People Director, leading Encyclis’ HR function. A key theme in his career is supporting change and leading improvement in the people aspects of businesses.

Before joining Encyclis, Lee worked at PwC, Mercedes-Benz UK, GE (UK and France) and SSE (Scottish and Southern Energy), where the creation of the smart metering organisation doubled the size of the division and required significant changes to the HR function.

Lee has a Master's Degree in Change Management and is a trained business coach. Lee is a business mentor with the Princes Trust.
